The Town of Flower Mound operates under a Council-Manager form of government. The Town Council is composed of a Mayor and five Council members, all elected at-large by the community. The Council acts as the legislative and policy-making body, while a hired Town Manager is responsible for the day-to-day administration of town operations and services.
Flower Mound is known for its rigorous civic planning, most notably its SMARTGrowth program, which ties development approval to the adequacy of infrastructure (roads, water, schools, and parks). Public services are comprehensive, including a dedicated municipal police force, a highly rated fire and emergency medical service, and extensive parks and recreation departments.
