Victoria operates under a constitutional monarchy and a Westminster-style parliamentary democracy. The monarch is represented by the Governor of Victoria, whose role is largely ceremonial.
The Government of Victoria is led by the Premier, who commands a majority in the lower house of the bicameral Parliament of Victoria. The Parliament consists of the Legislative Assembly (lower house, representing 88 electoral districts) and the Legislative Council (upper house, representing 8 regions). At the local level, Victoria is divided into 79 Local Government Areas (LGAs), each administered by elected councils responsible for local services, urban planning, and community infrastructure.
